boasts of this dominance during a media interview [63] .
He spoke of how the GOP is no longer relevant in
California. He contended that America will soon follow
California and become a one-party government
dominated by Socialist Progressives.
California has enacted electoral reforms to cement their
power. For example, they changed their election laws so
that runoffs are held between the top two vote
recipients – irrespective of Party. This law is opposite to
the normal election procedures used in two party states.
Normally, the top candidates from opposing parties who
win their primaries move on to face the opposing party
to determine final election outcomes. By changing this
election law, California virtually assured the permanent
demise of opposing political parties.
As further evidence of the autocracy that results from
“One-Party” dominance, consider an action taken by
Oregon’s progressive Governor, Kate Brown [64] . She
ordered state police to arrest any of the eleven
Republican representatives who failed to show up to
vote on an unpopular, yet far-reaching carbon tax bill.
Since Oregon’s constitution requires the participation of
at least 25% of the representatives from each party
before a quorum is established, GOP Representatives
had exercised their only option to oppose legislation
that they considered extreme and far-reaching. They all
chose to be absent. The Oregon Governor’s action is an
example of autocratic tactics that can be used.
