                                      Chapter 6 : Corruption in the “Carbon World”


               primary intention that by making it so convoluted no one would bother to read it or, if they did,
               understand it. It is beautifully produced and contains nice portrait photographs of the committee
               members in their best Sunday togs. Bless!

               The budget suffers from all of the metric problems discussed later (see page xx) and especially
               mixing capacity with output, annual with 5 year periodic figures and disassociation from reality by
               basing most things on percentages rather than absolute numbers.

               A few of the more important points include:


                     There are currently around 80 different “initiatives” in the UK to reduce emissions: only
                       40% are in the compliance (LCP) sector
                     The UK’s electricity capacity is around 70GW (This means the maximum production
                       possible is 613TWh; if this figure is mentioned in the budget it cannot be found)
                     The UK needs to add between 30 to 40 GW of low carbon power by 2020 and to reduce
                       Grid emissions from 500gCO2/kWh to 50. This requires an investment of  £110 billion

                     Per capita  emissions must be reduced from 9.7 tonnes to 2 tonnes by 2050
                     All emission calculations are within an error range of +/‐ 17%!!!

                                        Yes, you read it correctly. The error range is +/‐ 17%


                     The CCC estimates the cost of the entire budget is around 1% of UK GNP.  However,
                       “Global Insight” argues the cost is nearer 5% of GNP and will result in the loss of more
                       than one million jobs in the UK alone

               And then the most incredible conclusion of all: that if worldwide pledges on reductions are not

               met the cost will be $1,000 billion . How on earth can that figure can ever be guessed let alone
               calculated? : It is a blatant “frightener” but nonsense.


               It is not by any means clear what 1990 baseline figure is being used for reduction targets. Table 1
               shows the four different CCC baselines: all of which are different from that reported to the

               UNFCCC  and different again from those produced by the US Energy Information Administration.
               They result in different reduction trajectories.
