Corruption of Bribery

                                      Chapter 6 : Corruption in the “Carbon World”


               The justification for the magnanimity towards Non‐Annex countries was that they had not been
               responsible for historic greenhouse gas concentrations and should therefore be given time to

               catch up . In fact, this was not true as some of these exempt countries had ravaged their forests
               in ways that make industrial emissions look like chicken feed.

               Allowing China and India etc. to continue emitting at alarmingly escalating rates made the Kyoto Protocol a
               nonsense and unacceptable to American voters but fine to the more altruistic or gullible Europeans.  The
               indulgence is akin to developing a law that allows rape and pillaging for those  who have not previously indulged
               so that they can catch up with the Vikings.

               The United States of America, under President Clinton and Vice President Gore, signed the
               protocol but refused to ratify it. In July 1997 the US Senate rejected  Kyoto on a 95:0 vote with

               five abstentions . Subsequently, President Bush decided the same way on the clearly sensible
               grounds that it was unrealistic and unfair to give very large emitters such as China, India and

               Korea a free run while constraining developed nations .
               In May 2002 the EU ratified the treaty as a single body and agreed to go beyond the basic targets
               and to make an 8% reduction during the first commitment period of 2008‐2012 with additional
               reductions to follow in the trading periods of  2013‐2017, 2018‐2022 and 2023‐2027. This EU
               initiative is typical of the naivety   that if Europeans self‐flagellate  enough on any “noble cause” –
               bribery being a more recent example ‐ others will follow. When will they learn?

               Progress stalled until Prime Minister Blair  persuaded President Putin of Russia to ratify the

               treaty which he did in November 2004, being the 126  country to do so and providing the critical
               55% majority.

               Russian scientists had consistently rejected the theory of “global warming”. Andrei Ilarionov, a top economic
               adviser to President Puttin, stated "there is no evidence confirming a positive linking between the levels of carbon
               dioxide and temperature change.  The UN's panel so‐called scientific data are considerably distorted and in many
               cases falsified”.  He continued that the sole objective of climate change advocates is to disrupt the advanced
               economies of the US and Japan by convincing multinational companies to move plants and jobs to developing
               countries that don't have to comply with emission restrictions

               The Russians were offered a carrot and threatened with a stick. The  carrot was that because of
               the collapse of its industrial output and the drop in emissions between 1990 (the base year) and
               Kyoto Protocol coming into effect it would immediately collect 12 billion excess credits in the
               period to 2012, and would have to do nothing to achieve its targets going forward. It has been
