Chapter 6 : Corruption in the “Carbon World”
The important point to note here is that “cap and trade” schemes can be established by any
central or local government, city, town, trade or industrial group or even within a company. They
are money spinners and tax raisers.
In Nigeria it is a criminal offence for oil companies to flare unwanted methane and other gases, yet they all do so
and are happy to pay the fines rather than install expensive reduction systems. Not to be outdone in the race to
idiocy, carbon credits are granted to companies that reduce flaring. Yes, you understood this correctly. We pay
them for not breaking the law!
An alternative to cap and trade is for governments – and Australia is an example – to impose a
tax on greenhouse gas emissions, based on all allocations or just on excesses. Tax has the same
effect as a cap but is considered less “flexible”. This is really spin, meaning it does not raise
equivalent revenues.

5.1 The Lead In
In 1988, the Intergovernmental Panel on Climate Change (IPCC) was formed by the World
Meteorological Organization (WMO) and the United Nations Environment Program (UNEP) to

provide a “clear scientific view of what is happening to the world’s climate ”. It published its
First Assessment Report (FAR) in 1990 loosely linking carbon dioxide emissions and
concentrations to global temperature rises ( note, not “climate change”).
In the same year, James Hansen of NASA’s Goddard Institute for Space Studies (GISS) gave
evidence before a Congressional Committee painting the most “scary” story of “global warming”
and the supposed relationship between carbon dioxide concentrations and temperature rises.
This had an immediate impact on both politicians and the public.
In 1991, The Club of Rome, an influential “think tank”, then guided by old friend Maurice Strong
(see Chapter 5), published "The First Global Revolution” a book suggesting “Draconian”
approaches to solving the world's problems via a World Government were necessary. It said:

"In searching for a new enemy to unite us , we came up with the idea that pollution, the threat of global
warming, water shortages, famine and the like would fit the bill. All these dangers are caused by human
intervention and thus the real enemy then is humanity itself”.
In June 1992 the Earth Summit in Brazil, chaired by Mr Strong, was attended by 17,000 delegates
representing 2,400 organisations from 172 countries including 108 heads of state. It resulted in
the Rio Declaration on Environment and Development and the formation of the United Nations
Framework Convention on Climate Change (UNFCCC).
