Dr. Scribner%u2019s proposed operating budget, which will cover the period between July 1, 1973, to June 30, 1974, totals $2,486,975,550, an increase of $823,263,105 over the current appropriation. Of the increase, approximately $797 million is for mandatory and essential costs.Compiled after consideration of budget recommendations submitted by the 31 school districtsand the central units, the proposals would not only restore curtailed services, but would also expand appropriations for safety in the schools, non-English speaking pupils, handicapped children, quality high school education and expanded high school opportunities, learning centers, the drug-abuse programs, and a development fund for new educational programs of high promise developed in 1973-74. Other aspects of the Scribner budget would finance such mandatory and essential increases ascollective bargaining costs, pensions, fringe benefits, pupil transportation, school lunches,rn m m n n itv d istric t and schooladministration and school maintenance and repairs.The Scribner proposals will be the subject of an all-day public hearing by the Board of Education on January 23. Brooklyn.Drug Bill, Waste, Irk PesceContinued fro m Page 3to another,%u201d Pesce asserts, decrying the elimination of concern for rehabilitation and for changing of conditions that spur the need for drugs.Believing that the bill will go through even if sufficient protest gets it watered down, the reform assemblyman sees new difficulties coming in its wake. %u201cWe will be condemning people for the rest of their lives, even after only one offense,%u201d he says, %u201cwhile the big professional profiteers who hoodwink and capture the market and the structure of drug distribution will remain protected,%u201dPesce adds that the clogging of the courts, which will result from the extensive prosecutions, will lessen the time and attention needed from judges, and will thus end up in the sentencing of many innocents. %u201cThough I%u2019m now opposed to a broad heroin maintenance program, I would prefer free legalization of the drug to the program as outlined by Rockefeller,%u201d he says.Although the first termassemblyman asked to be included in the education and health committees, he was appointed to the City of New York and the Labor Committees. However, he is looking forward to his term on the City Committee %u2014 which includes 17 of New York%u2019s assemblymen and is chaired by Rep. Amann of Staten Island.Noting the issues sure to arise during the current legislative session in Albany, Pesce is surprised that the governor made no mention of the abortion and aid to private schools questions, during his %u201cState of the State%u201d speech on Jan. 3.However, Rockefeller gave some indication of his approval of new consumer protective legislation, promised to revamp the financing of the education system based on theFleischmann Report, stated his commitment to no fault insurance, indicated a state takeover of welfare payments, and came out in favor of environmental protection.All of the above stands are favored in principal by Pesce although he is concerned about safeguards in many of thesesituations and is planning to introduce legislation which refers to his own experience in consumer problems (with particular stress on the licensing of mechanics and repairmen).While the governor said little about housing, the assemblyman feels that state involvement must be heightened in this area, with a commitment toward construction and expansion and repeal of decontrol. Rockefeller%u2019s omission of mention of decontrol indicates a lack of care about New York City, Pesce believes.The change in day care fee scheduling, which Pesce and other legislators have begun to fight, is particularly objectionable, after a tour of LOB, the awed Assemblyman feels. He describes the marble entrances, floors, walls, and columns, and the luxurious carpeting for which taxpayers paid as part of the Albany Mall complex. The squandering of money for this super-modern office building %u2014 which is in appalling contrast to the stately capitol and the state education structure %u2014 results from the yearly appeals Rockefeller makes for funds to complete the wasteful mall, Pesce says.However, the Assemblyman is contemplating the possibility of living in the grand two rooms of his office, and using the bath, shower and sauna facilities on some of the floors, rather than wasting money for rental of an apartment in the Capital City.ParentsContinued fro m P ag e 3Harvey, at the Park Slope Day Care Collective, asserted, %u201cIf the state does not come around with a %u00bb fee and eligibility setup that we both can live with, most of the city%u2019s centers will simply not comply.
