The additional concept that her bill introduces beyond simply furthering the principle of prepaid practice is ownership by community residents. The bill also provides that all medical services must be delivered through personnel or organizations licensed and authorized to deliver such services. Further, these personnel would remain directly liable to patients for any malpractice and would be required to have malpractice insurance as would the community health care corporation itself. Finally, there are extensive provisions in the bill defining fraud in advertising for subscribers and in the terms of the individual and group policies. To ChartFutureCitizens for a Better New York r invites the public to an open meeting Wed., Feb. 21, at the Alfred T.
