Pesce, Democrat of Brooklyn, has introduced the %u201cOmnibus Equal Property Insurance Bill%u201d in the New York State Assembly. The major premise of the legislation is that insurance companies henceforth be treated like public utilities rather than private businesses.At an Albany press conference, Assemblyman Pesce said: \the chief factors in the decay of the neighborhoods in the inner cities of our state is the unavailibility or extremely high cost of property insurance for both homeowners and businesses. Accordingly, the justification and necessity of my legislation relates directly to neighborhood deterioration and inflation.%u201cExperience has shown that when insurance becomes unavailable or prohibitively expensive in an area, that area soon deteriorates. Experience has also shown that providing a government supervised %u2018high-risk%u2019 pool results only in the elimination of such risks by insurance companies.%u201cGovernment, and hence the taxpayer, is already bearing the economic burden of various programs to serve the older neighborhoods of our state%u201d Pesce continued. %u201cAt the same time, siai.isi.ics available iu Lie public indicate that insurance companies, when their return on invested capital, premiums and reserves are included, when their return on invested capital, premiums and reserves are included, have a much higher profit margin on investment than any other American business. Second, the bill mandates the provision of all-risk property and liability insurance at moderate rates to the small businesses and residences of our cities in order to stem the tide of their exodus from these urban centers.
