Pesce, Democrat of Brooklyn, has introduced the %u201cOmnibus Equal Property Insurance Bill%u201d in the New York State Assembly. The major premise of the legislation is that insurance companies henceforth be treated like public utilities rather than private businesses.At an Albany press conference, Assemblyman Pesce said: \the chief factors in the decay of the neighborhoods in the inner cities of our state is the unavailibility or extremely high cost of property insurance for both homeowners and businesses. Accordingly, the justification and necessity of my legislation relates directly to neighborhood deterioration and inflation.%u201cExperience has shown that when insurance becomes unavailable or prohibitively expensive in an area, that area soon deteriorates. Second, the bill mandates the provision of all-risk property and liability insurance at moderate rates to the small businesses and residences of our cities in order to stem the tide of their exodus from these urban centers.
