The other delay was caused mainly by the difficulty in relocating tenants of a commercial building at 281 State Street.Arthur Foote of the Housing and Development Administration%u2019s Department of Relocation said this week the State Street building is %u201c 99 per cent vacant,\one remaining tenant has only a few odds and ends to remove before demolition can begin.The Schermerhorn Project as designed by architect Ben Thompson, has provisions for the handicapped and the elderly-all six high-rise buildings will have streetlevel entrances or access ramps for wheelchairs, and door widths have been scaled to facilitate wheelchair use.Two of the buildings will contain apartments designed expressly for the handicapped and the elderly, with immediate access to parking in the Project garage.-Dan 1 co lari...................................... ....................................................................................................... ....................................D A Investigates JudgeO n Election Fraudwhich would permit a holder to vote even though his registration card could not be found at his polling place. For this order to be issued legally, a hearing must be held, and the entire order filled out by the issuing judge.During court testimony in the 1972 post-primary battle by Lowenstein for a new election, it was alleged that pro-Rooney voters had presented those blank court orders which were filled out by poll captains.T h e v e r y f a m o u sThe 1972 Congressional Democratic primary election continues to make headlines, long after the ballots have been counted, with the news early this week that Brooklyn District Attorney Eugene Gold%u2019s office was presenting evidence before a grand jury about possible fraud on the part of a Brooklyn Supreme Court Justice, who has been identified as Joseph R. Corso. The judge has denied knowledge of the investigation and the charges. Gold%u2019s office rfefuses comment on the report.The story, which was broken on April 15 by the Daily News, said that the offenses under investigation were committed in the 14th Congressional District during the closely-fought June 1972 primary election, where challenger Allard Lowenstein was narrowly defeated by veteran incumbent John Rooney.Election irregularities exposed in court produced a new courtordered election in September that Rooney won handily.
