Rooney(14th C.D.-Dem.) today releasedfigures showing that local businesses received nearly one quarterof a million dollars in governmentcontracts during the six monthperiod ending last June for manufactured goods and supplies for useby the Agency for InternationalDevelopment and the Food forPeace Program.The commodities, produced byAmerican workers in the privateenterprise sector, are used by thevarious agencies to help and assistthe economic development of theemerging nations of Asia, Africaand Latin America.In announcing the figures Congressman Rooney said he waspleased %u201cthat the Federal Government was teaming up with theprivate sector of the economy tosupply to those nations of the worldwho want and need our help, thetools and equipment they need tobecome productive members of thefamily of nations. This kind of aidis in the great tradition of thegenerosity of the Americanpeople.%u201dState SenatorBellamyLocal State Senator Carol Bellamy has charged that GovernorWilson%u2019s proposed campaign financing legislation %u201ccontains threefatal flaws which make a sham anda mockery of any effort to restorepublic confidence in the electoralprocess.%u201c First of all, in one new section(329,3 a) proposed by the Governorthere is a multi-million-dollar loophole for any candidate resourcefulenough to attract the money andunscrupulous enough to deny itsauthorization. Secondly, anothernew section (329, 5, c) excludes thecandidate and his/or her spousefrom the limits on contributors setforth in the preceding language ofthe bill.%u201cThe first section, in effect,would permit the expenditure, forexample, of former GovernorRockefeller%u2019s unlimited resources,on behalf of a candidate forstatewide office, so long as thecandidate chooses to deny authorization of the funds. And thesecond section cited allows awealthy candidate and his or herspouse to bankroll an entirecampaign up to the overall absolutestatutory limit,%u201d Bellamy charged.%u201c And finally, whatever themerits of the other proposals, allare negated by the Governor%u2019sstubborn insistence upon placingenforcement powers of this peculiarly political legislation in thehands of a singularly politicalappointee, the Secretary of State.Senator Carol Bellamy has blasted the reappointment of JosephSwidler as Chairman of the PublicService Commission. %u201c Mr. Swidler, as Chairman of the PublicService Commission, has shownhimself to be insensitive to thebasic needs or interests of thepeople he is supposed to serve.During his chairmanship, Con Ed 1--- 1L--* ___ uii a o u c c u g i u m w u t A u i p u a m i u i cincreases, while the people of NewYork City have been denied equalincreases in services.%u201dSenator Bellamy also decried thefact that no public hearings wereheld on Mr. Swidler%u2019s reappointment. %u201cIt%u2019s time New Yorkers hada say in the choice of the peoplewho are supposed to representthem.%u201dYW TeenCoursesNew courses for teens will beginon April 30, May 2, and May 4, atthe Brooklyn YWCA, 30 ThirdAve., with varied classes heldTuesdays and Thursdays afterschool and on Saturdays.
