CB6 Protests The Commissioner%u2019s Anti Corruption ActBY ROB TAYLOREntering into controversy over ih e la t e s tPolice Department anti-corruption step, rotating all police officers to new precincts ever>%u2019 five years, the Slope/South Brooklyn Community Board Six (CB6) agreed Nov. 12 to send a letter to the police commissioner protesting the action.Later, following the Board%u2019s unanimous decision during the CB6 monthly meeting at I.S. 213 in Cobble Hill, Carl Peek, the chair of the board%u2019s Public Safety Committee moved that the board ask for Police Commissioner Ward%u2019s resignation. The motion was defeated overwhelmingly, but only after a lengthy discussion about the anti-corruption measures that CB6 Chairperson Louise Finney said %u201cwent against the spirit of cotermination,%u201d referring to the 1975 City decision that aligned community boards within the boundaries of service delivery areas including police precincts.%u201cWe object to this because people are being rotated so that the commissioner can say he is doing something about police department corruption,%u201d said Peek during the initial discussion on the CB6 letter objecting to the action. %u201cThe action is going to destroy all the community ties that have been created.%u201dThe sentiments of the entire board followed this theme. With the 76th and 78th Police Precincts within the CB6 boundaries, the board has worked extensively over the years with the police officers assigned to the neighborhood beats. Board members said they objected to the rotation policy because they were very familiar with the police officers who patrolled the streets, kept watch as the children went home from school and otherwise did what most board members agreed was a %u201ccommendable job.%u201d%u201cI just don%u2019t like the accusation that is made that every cop is corrupt said CB6 Vice-Chairperson Jerry Armer.Peek added, %u201cJust because of a few bad apples the commissioner wants to destroy the entire system.%u201d He pointed out that the number of police officers involved with the scandals amounted to %u201cone-tenth of a percentof all the city%u2019s force.%u201d %u00bb*ri i.u _ L -----J , %u2014.A%u2014J VV iiCil UiC UOCU U VUbCU IU OC1IU U1C pi v/testing the action, only one member abstained, Raphael Martinez. Martinez said that the board%u2019s attitude overlooked the fact that police officers in the 77th Precinct were %u201clawbreakers%u201d and that CB6 should be supporting Ward%u2019s measures.Despite the unanimous vote, Peek later said he felt compelled to ask the board to request Ward%u2019s resignation. Peek%u2019s suggestion had been discussed at an earlier meeting and it had been decided that such a request was out of place for the baord. But, the tenor of the discussion and the feelings expressed by the community members moved Peek to raise the question anyway.%u201cEffective Monday, two guys who have been at the 76th precinct for 30 years are going to be moved,%u201d Peek said, referring to an initial rotation that was scheduled to begin Nov. 17. %u201cI move that the Board call for theMember WantsWith the coming of December arrives the time for elections of officers for new terms at Community Board Six (CB6). During the Slope/South Brooklyn board%u2019s November meeting, a nominating committee announced a slate of candidates, all familiar names, and took nominations from the floor for the five positions up for grabs for 1987.Selma Abramowitz, who was CB6 chair in 1985, led the nominating committee and read the proposed slate that included: Jerry Armer, for chair; Mort Fleischer, vice-chair; Peggy Buffalano, recording secretary; Carl Peek, corresponding secretary; and Tom Spath, treasurer. Buffalano, Peek and Spath are currently incumbents. Armer is now vice-chair.In nominations from the floor, member Raphael Martinez was nominated to run for chair against Armer. Bob Levine, Stephanie Twin and Anita De Martini were also nominated from the floor for vice-chair. Twin is currently the chair of the Human Servifcesremoval of Ward.%u201dlu uib uiutisn on the grounds thot it was inappropriate, board member Anita de Martini, rose and said that CB6 had set precedence in earlier votes that it should not be asking for the dismissal of public officials. Other members said the action could harm the relationship CB6 had with the commissioner.%u201cLet%u2019s wait until we have all the facts before voting,%u201d said board member Pauline Blake.With this in mind, some of the board members thought it best to table Peek%u2019s motion to ask for Ward%u2019s resignation. But, the tabling motion failed, 20 to 15 with three abstentions.Following that defeat, the board took a roll call vote on whether to actually ask for Ward%u2019s resignation. The action was also defeated 25 to 12, with 3 abstentions. Those voting against the motion included: SelmaTo Debate FoeCommittee and De Martini is the chair of the Youth Services/Education Committee. The election will be held during the board%u2019s Dec. 10 meeting.In his race for the top spot on the community board, Raphael Martinez says he wants to debate his opponent, Jerry Armer, in all the neighborhoods around the district. %u201cI feel that residents of the community don%u2019t really know what the role of a community board is,%u201d he says. %u201cThe community should know who represents them.%u201dThe voting for the position, however, is done by the 45 members of the local board. The members are all appointed by Borough President Howard Golden, half upon the recommendation of members of the City Council who represent the area. According to the current CB6 chair, Louise Finney, there is no precedence for such a debate. %u201cFor the most part, the board members know each other quite well and have seen each other in action,%u201d she says. %u2014 R.T.Abramowitz, Jerry Armer, Pauline Blake, Holer. Angela Beni, Vinnie Dolan and Joe Gagliardo abstained.Dawn Cardi, Michael Miranda and Ed Joyce were absent from the monthly meeting. The CB6 district includes the neighborhoods of Park Slope, Boerum Hill, Gowanus, Cobble Hill, Carroll Gardens and Red Hook. The next meeting is scheduled for Dec. 10. With five vacant positions and several members who are expected not to be appointed for a new term, the board is looking for replacements.In October, a special committee led by CB6 member Dawn Cardi reported several steps that needed to be taken to rebuild the board%u2019s size. A speakers bureau was among the suggestions. Celia Cacase, chair of the CB6 public relations committee, is scheduling the presentations for the board.
