(Board Fails to Expand Grades; Debates Integration, Phoenix, Oct. 25).At the Public Meeting of the Community School Board 13 at P.S. 8 on October 16th, a resolution supporting the extension to the 71h and 8th grade received 4 votes in favor, 3 against, and 1 abstention. One member of the Board was absent. At that meeting attended by at least 200 people a considerable amount of discussion concerned the issue of whether or not the parents at P.S.8 were really in favor of an integrated school, although it is a school with a 50 percent enrollment of non-white children, and it had been so for many years.Some days prior to the Workshop Meeting of the Community School Board 13, Mr. Charles Pauli of the Board advised me that Mr. John Kemp, who had voted against the resolution, would vote for the resolution, if the P.T.A. would word the resolution in such a manner as to insure that 45 percent of the students at P.S. 8 be Black or Hispanic. Because 1 could not call an Executive Meeting before the scheduled meeting of the Workshop on November 13,I telephoned all the Executive BoardJesse A. Pavis is President of theP.T.A. at P.S. 8.members 1 could reach. I, and all the people I talked to were in favor of accepting Mr. John Kemp%u2019s proposal.The Executive Board of P.T.A., P.S. 8, meeting on November 14, 1979, unanimously voted in favor of Mr. Kemp's proposal. The P.T.A. of P.S. 8 had no word in working out the particular wording of the resolution.Mr. Pauli as he had promised placed this resolution for the extension of P.S. 8 to the 8th grade on the agenda of the November 20th meeting of the School Board. I unsuccessfully tried to have the Community School Board change the night for Open School conferences between teachers and parents to November 21 or any other night during the week.At the November 20th Public Meeting of the Community School Board held at P.S. 11, the resolution was again placed before the Board. A sentence in the resolution providing that the program run for at least five years resulted in some controversy. No one on the Executive Board of P.T.A. had anything to do with the writing of the Resolution, and in fact were unaware of the wording until they received the agenda through the mail.After much discussion, Mr. John Kemp amended the resolution to the effect that 45 percent of Blacks and Hispanics apply for the duration of the program. Mr. Charles Pauli accepted the amendnv nt, and this brought the resolution closer to the thinking of the P.T.A.When the Resolution was put up for avote, the results were as follows: In Favor: Rev. S. Benack, Moses Davis, Maria DeFaleo, Charles Pauli. Against: Carmen Norat, Martha Graham. Abstentions: Gertrude Jefferson, John Kemp.It is absurdfor parents notto vote, or tovote for candidateswho undermine thevitality of PS 8.The only change in voting from the October 16th meeting was that Gertrude Jefferson who was now present%u2014abstained, and John Kemp who at the October meeting east a negative vote also abstained. Vclmancltc Montgomery was not present.Again the resolution was lost because it did not have five affirmative votes. Mr. Charles Pauli stated that the resolution would be placed on the December 18th, 1979 Public Meeting of Community School Board 13, that will be held at P.S. 46. Parents attending the meeting requestedthat all Community School Board members attend and vote at this meeting.The P.T.A. of P.S. 8 is in favor of integrated education and we believe that the campaign against the seventh and eighth grade undermines the parents%u2019 search for quality education. We do not believe that such a program would undercut the Satellite West program, but only broaden the options of parents and children.However, there is a deeper issue which the community must face. During the last School Board elections, the P.T.A. of P.S. 8 participating with the WBID and the Junior League provided a platform at the Unitarian Church where all candidates were given a chance to make a prcscniation. Indeed, there is nothing wrong in some groups in Brooklyn Heights arranging an open meeting this Spring.Nonetheless, it is imperative that the Bt %u2022ooklvn Heights Community, the P.T.A. of P.S. 8, parent groups in Farragut, Fort Greene and the Pratt Area take an activist position and bring out the vote for those candidates who arc committed to quality integrative education. It is indeed absurd for the parents and citizens who support P.S. 8. not to vote or to vote for those candidates who are undermining the vitality and progress of P.S. 8.It is clear that abstentions or absences at hese meetings where crucial resolutions arc discussed and voted upon can only be considered as negative votes by the decorate at large.S A V E T I M E !
