ThePresident has said we've got to dosomething about drugs, but hascut all the money.the latest addition to the scores of plans offered by public officials to solve the problem.%u201cOur communities are crying out for help and we have heard their cry,%u201d said the borough president who explained that he was forming the task force to avoid any loss of the %u201cgains which we have worked so hard on over the last decade to attain,%u201d referring to Brooklyn%u2019s economic revival.%u201dGolden said he had formed a task force that includes two working committees: one, an education-oriented body comprised of the city%u2019s school system developing programs to stop drug abuse; the second, a public policy committee that will include law-enforcement officials from all levels of government to review and improve the criminal justice system.Golden calls his approach %u201cunited.%u201d %u201cWe%u2019re bringing all the brains in Brooklyn together,%u201d he said. %u201cWe want to bring everything under one umbrella.%u201d The plan calls for the coordination of all existing crack couseling and law-enforcement programs in the borough under a larger body.Golden was joined by Brooklyn District Attorney Elizabeth Holtzman, the Brooklyn member of the Board of Education, Irene Impellizzeri, and the Commander of the City Police Deparmtment%u2019s Narcotics Unit, Chief Francis Hall.Holtzman took the opportunity to blast the Reagan Administration for cutting Federal assistance in the fight against drug abuse. Sounding as if she were still a member of Congress she said, %u201cThe Federal government has abdicated its responsibility.%u201dHoltzman said that in the past five years the President has reduced the number of customs agents guarding the nation%u2019s borders by 30 percent and has cut federal drug treatment money by an equal amount.%u201cPresident Reagan has said we%u2019ve got to do something about drugs, but has cut all the money,%u201d she added.Impellizerri followed Holtzman with a list of programs in the school that educate young people about the dangers of drugs but are not yet system-wide. While the programs in many instances are experimental, Impellizerri said that the Board of Education was hoping to be able to add them permanently in the coming years.As part of Golden%u2019s plan, the task force will hold a rally September 14 in front of the Brooklyn Public Library at Grand Army Plaza. %u201cWe will join hands in Brooklyn to demonstrate our unity and determination to win the war against crack,%u201d he said.The borough president%u2019s proposals sound like they have merit as a response to what is increasingly being perceived as a crack crisis. The borough has a number of community programs that could use the resources of a larger coordinating body. The task force could also work to make sure that there was no duplication of any effort, but an enhancement of what the local churches, synagogues and school districts have already begun.%u201cWe are putting together all the people with contacts in the community and will be meeting on a regularly scheduled basis,%u201d said Golden. The first meeting was held July 24.
