All too often it is the big. glizty developments that get the ink. The Atlantic Terminals and the Metrotechs. But there are a great deal of smaller developments going on in this borough. Ixifts that have been converted, co-ops that are being built, buildings that are changing hands for renovations.The following is a roundup of some of the smaller developments that are growing and stabilizing in Brooklyn.New Owner At HotelThe St. George Hotel in Brooklyn Heights celebrated its centennial last year, and has a new owner this year. The 101-year old building on Clark Street was sold recently to Shalom Drizin, and his son-in-law Abe New.The St. George has had a checkered past, originally as one of the most prestigious hotels in New York City, and more recently as a Single Room Occupancy hotel with pest and garbage problems. Drizin hopes to convert the building as soon as possible in coops, although the city currently has a moratorium on SRO conversions.Drizin is also a partner in Industry City Associates at Bush Terminal, and also owns several apartment complexes throughout the city.Garfield Regency OpenA row of tenement buildings on Garfield Place has gotten a new lease on life and so has the neighborhood as the brick buildings are finally being converted to condominiums . Occupancy for the buildings, called the Garfield Regency, is slated for October 1.Michael Rosenberg, Glen Lucas and Ixniis Rosenberg bought the vacant buildings in 1985 for more than $2 million, but expect to sell the entire complex for $7 million.The prospectus indicates the Regency has 40 units, including 450 square-foot studios to two bedroom apartments at nearly three times that space. Prices range from $86,625 to $217,000.Rooms Are CheapYou don't have to spend a lot of money to buy real estate security. At least that's what the developers of The Dearborn in Crown Heights are saying %u2014 and they%u2019reputting their money where their mouths are.The Dearborn is a 102-unit building on Montgomery Street where cooperatives start at $27,500. Maintenance fees start at nearly $300. Sizes range from studios to three-bedroom apartments.The building was originally constructed just prior to the Depression, and recently underwent a major renovation that included installing new kitchens and bathrooms. The apartments are being offered through the Dearborn Associates, and the building will be managed by The Parkoff Organization of Great Neck Ixing Island.Cobble Hill Grows UpThe property on the river side of the Brooklyn Queens Expressway has recently become hot, with speculators buying up land to stretch the limits of the Brooklyn Heights name. Tiffany Place is the site ofThis is the time of the year that homeowners should think about their heating system. Don%u2019t make the mistake of waiting until the first cold day of the season, advises Jeffrey Cohn of Boro Fuel Oil Company, the Brooklyn-based dealer that specializes in energy conservation.One of the things that many people do not think about is their chimney. Soot acts as an insulator. %u201cAs little as one-eighth inch of soot can rob you of 11% of your efficiency,%u201d he says. Chimneys should be professionally vacuumed at least once every other year. The chimney cleaner should also vacuum and brush the boiler sections or tubes, for the same price.Cohn also recommends that the oil burner itself be cleaned and lubricated once a year. The strainer should be cleaned, along with the nozzle and connected assembly. The filter should be changed, and the motor oiled. A sendee and parts contract is a very good buy, and pays for itself almost immediately. It generally costs less than the price of one service call when you need a part replacement.Simple procedures can be done to insure you of an easy %u201cstart-up%u201d come the first cold day. To test you heating system, follow the following procedures:1. Apartments are expected to sell for an average of $100 per square foot.Big Plans For BeachWith all the notariety that Don Johnson has brought Miami, it may be surprising that a Miami firm would want to build in Brooklyn, but everything is relative.Alexander Muss & Sons, cousin to Renaissance Plaza developer Joshua Muss, from Miami, recently announced plans to embark upon Brooklyn%u2019s most massive private housing development in a quarter century. The plan calls for six towers in ad2. Be sure that oil burner switch is on, and water is showing in glass gauge.3. Make sure you have enough fuel in the tank.4. Check to see that flame comes on.5. If burner fails to operate, rush relay button ONE time only. If the burner still fails to operate, call for service to evaluate your problems.Simple cleaning of your radiator sections with vacuum cleaner also helps assure a cleaner, warmer home, says Cohn. Airborne currents from the radiators will move less dust around. %u201cKeeping curtains and radiators in front of radiators, block heat,%u201d he says, suggesting that %u201cif you put silver foil on the back wall of your radiator enclosure it will reflect the heat back into the room.%u201dAnother good money saver is a day/night thermostat clock, with a double set-back feature. %u201cThis allows you to get up at a comfortable temperature in the morning. When you go to work the temperature drops, until right before you come home,%u201d says Cohn. Then the temperature goes up to the preset time and temperature, until the evening shut-off. This is a real money-saver when everyone is out during the day. %u201cWe also suggest a lock-box around the thermostat to keep tenants from adjusting the controls,%u201d he says.dilion io iow-iise iownhouse siyle housing,commercial and retail space and health club facilities.The site for the project is Brighton Beach, known for the Brighton Beach Baths built in 1919, and includes 15 acres of space, and has been designed by Beyer Blinder Belle, who also designed the Walentas Building in Fulton Ferry.Bed-Stuy Opens HouseRoughly $6 million and 65-units later, the Bedford-Stuyvesant Restoration Corporation%u2019s Fulton South Apartments are officially opened to tenants. The complex was built using Section 8 funds in addition to federal grants and private financing.While only 65 units were available, the Restoration Corporation received more than 5,000 applications for the apartments. In addition to creating low-cost housing for Brooklyn residents, the plan also used minority contractors to complete the job. Senator Alfonse D%u2019Amato awarded the Restoration Corporation the Presidential Recognition Award for their efforts to ameliorate community problems. In addition, they were also given an award by the Federal Housing and Urban Development Department for encouraging minority contractors into the project.Henry St. Mews FixedThe Henry St. Mews, a 60-unit condominium complex in Carroll Gardens will soon open under the City%u2019s J-51 program that gives tax abatements and exemptions to conversion plans that does not exceed $38,000 per apartment.The project, developed by a partnership of Morton Joffe, Jules Litvak and William Jaeger, is set to open sometime during the fall and contains five buildings for a total of 60 units of varying size. Apartments start at roughly $100,000 for a studio up to $280,000 for a two-bedrooms. Some studios are available with dens. Maintenance fees range from $137 to $274 per month.The project is located on Henry Street between Sackett and Degraw Streets and includes a promenade that leads to a private garden surrounded by terraces from the buildings. Many of the apartments have views of the harbor and Manhattan.
