PROJECT MANAGEMENT
DEVELOPING AN EFFECTIVE TEAM TO EXECUTE THE VISION
An effective project management team is essential to the successful delivery of any project.
This is abundantly true of a Mega Project. Focus on appropriate staffing, effective and efficient
team management, consistent and thorough documentation and timely and deliberate change
management is critical to the effectiveness of the team and the assurance of outcome.
1 STAFFING
◆ Full-time, dedicated project leadership (Project Directors & Senior PMs).
◆ Build team around scope management, not tasks.
◆ Staff for 80% team member project utilization. Large projects require enhanced
procedures and need freeboard to proactively manage issues.
◆ Build and maintain a project org chart.
◆ Build and maintain a RACI or Roles & Responsibilities chart. This should be
revisited quarterly and at major way points throughout the project.
◆ If practical, project management should be included on site.

◆ Conduct regular team wide coordination and communication meetings.
Sub-teams should also meet regularly and formalize their coordination efforts.
◆ Utilize available technology to manage “group” calendars to track travel, PTO and major meetings.
◆ Utilize the project org chart to communicate reporting, responsibility and communication structures.
◆ Plan for team member well being. Mega Projects are complex and have long duration schedules.
Coordinate and encourage Paid Time Off, and identify team members as secondarily responsible.
◆ Meeting attendance should constantly be evaluated. Large projects require more meetings
to coordinate and communicate, but high meeting volume leads to lower productivity.
◆ Kick Off & Check Point meetings should be held at relevant way points throughout the project.
These meetings provide a forum to provide clear direction and review project goals.
◆ Project management activities require a schedule. Macro activities and milestones should
be tracked in the master project schedule. Detailed activities should be managed via a short
interval schedule or other tool. This is particularly important during the project development
phase. Activities that should be scheduled and tracked include, but are not limited to:
– Preconstruction activities (bid package development, bid phase, evaluation)
– Deliverables (quality plans, safety plans, etc.)
– Proposal development (estimate development, internal reviews, final preparation & submission)
