vehemently opposed the rice
bottles, claiming they violated
the Panmunjom Declaration,
which agreed to cease mutual
slander, and the South Korean
government also implemented
the so-called Anti-Leaflet Law in
2020, banning the distribution of
leaflets and materials to North
Korea in border areas.
l After more than three years of
long legal battles, the Constitutional Court ruled that the law excessively restricted
freedom of expression, and Mr. Park has resumed sending the rice bottles via the ocean,
raising awareness about North Korean human rights.
l By participating in such humanitarian activities, global awareness of the hardships faced
by North Korean residents is raised, emphasizing the importance of human rights and
freedom. This collaborative effort transcends national borders, reminding us of the
universal value of human dignity and highlighting the need for humanitarian aid and the
promotion of human rights in one of the world’s most repressive regimes. This will also be
the first time that students from Hawaii will be participating in sending rice and USBs to
North Korea.

l 페트병에는 쌀 이외에도 1달러 지폐와 한국 드라마를 담은 USB도 포함된다. 북한과 불과 직선거리 10여㎞ 떨어진
인천광역시 강화군의 석모도 해안에서 던진 페트병은 썰물을 타고 불과 4시간 만에 북한에 닿는다고 합니다.
l 황해도 주민들이 굶주리고 있다는 이야기를 듣고 시작한 '쌀 페트병' 방류는 국내외 언론의 주목을 받았습니다.
l 그러나 북한은 쌀 페트병이 상호 비방 중지에 합의한 판문점 선언 위반이라며 극렬히 반발했고, 한국 정부도 2020년 남북
접경지역에서 대북전단과 물자 살포를 금지하는 이른바 대북전단살포금지법을 시행했습니다.
l 이후 3년 여의 긴 소송 끝에 해당 법안이 표현의 자유를 지나치게 제한한다는 헌재의 위헌 결정이 내려졌고, 그는 다시
페트병에 쌀을 담아 석모도로 향하며, 북한인권에 대한 경각심을 일깨우고 있습니다.
l 이러한 인도주의적 활동에 동참함으로써, 북한 주민들의 고난에 대한 세계적인 인식을 높이고 인권과 자유의 중요성을
강조합니다. 이 협력적인 노력은 국가 경계를 넘어 인간의 존엄성이라는 보편적인 가치를 상기시키며, 세계에서 가장
억압적인 정권 중 하나인 북한에서 인도적 지원과 인권 증진의 필요성을 강조합니다.
