Elm, a pioneer of digital solution, and the Royal
Commission for AlUla (RCU), have signed a
memorandum of understanding (MoU) in the
field of research, on the sidelines of LEAP 2023
held in Riyadh, Saudi Arabia from February 6 to

Amr bin Saleh AlMadani, RCU's CEO, and Dr
Abdulrahman bin Saad Aljadhai, Elm's CEO,
signed the MoU, which provides a framework for
bilateral cooperation in the fields of scientific
research, development and implementation of
joint projects, and promotion of added value, in
accordance with the aspirations and visions of
both parties and of the target entities in the
governorate of AlUla.
The MoU states that RCU shall provide research requirements and permits, coordinate with
stakeholders, and determine methods to be used in research and studies.
Elm will conduct analysis; prepare, study, review, develop, and align projects and applied scientific
research of common interest; develop mechanisms to monitor implementation; coordinate activities;
organize workshops; and give presentations in scientific conferences as part of its partnership with
RCU. Conducting research on RCU's services and solutions will enhance their efficiency and highlight
prospects for their development.
AlMadani stated that one of the MoU's objectives is to make Al-Ula a unique, international destination
for living, tourism, and business. He emphasized that through its partnerships and programs, RCU
strives to achieve the vision of AlUla and maximize impact by promoting sustainable development for
humans and places. Dr Aljadhai, Elm's CEO, said that the company strives to enhance its research
and strategic cooperation with various government sectors, ministries, and agencies, including RCU.
He expressed Elm's interest in contributing to RCU's efforts to improve the efficiency of its work
management, with its digital transformation expertise. He pointed out that Elm is aware of the role that
digital transformation can play in enhancing the capacity of tourism authorities and institutions and
developing their performance, which can contribute effectively to developing services in the sector and
making them more seamless.
Dr Aljadhai appreciated that the Kingdom is well on its way in the field of digital transformation. This
direction is of paramount importance in light of the increasing need to shift from traditional ways toward
a digital future. Digital transformation will enable and accelerate the transformation of public institutions
efficiently and effectively.
