the Committee's work. These guidelines aim to streamline legislative processes through clear
procedures aligned with Dubai’s strategic plan.

The guidelines focus on developing a sustainable legislative system that meets legal needs and
adapts to future changes. They ensure alignment with the UAE Constitution and applicable federal
and local laws in Dubai. Additionally, they regulate relationships between the Committee, its
General Secretariat, and various government bodies involved in legislation.

Law No. (14) of 2024 supersedes Decree No. (23) of 2014 and Executive Council Resolution No. (12)
of 2014 concerning the Supreme Committee for Legislation in Dubai. Any conflicting legislation is
annulled by this new law. However, Resolution No. (110) of 2023 remains effective until a new
decree reconstitutes the Committee from Dubai’s Ruler.

Existing decisions, regulations, and guidelines under Decree No. (23) of 2014 and Executive Council
Resolution No. (12) of 2014 will continue unless they conflict with Law No. (14) or are replaced by
new ones.
The guidelines also ensure consistent application of laws in Dubai to achieve intended legislative
goals effectively.
