UAE Submits Updated National Plan To Cut
Aviation Emissions To ICAO

The UAE has reinforced its leadership in sustainable aviation by submitting the third edition of its State Action Plan
to Reduce Aviation Emissions to the International Civil Aviation Organisation (ICAO) during the 42nd ICAO
Assembly in Montreal, Canada.
Developed by the General Civil Aviation Authority (GCAA) and approved by the UAE Cabinet, the updated plan
builds on the country’s long-standing commitment to climate action while ensuring continued growth in the aviation
sector. The UAE first submitted its plan in 2012, becoming the region’s pioneer in presenting a national strategy to
curb aviation emissions, followed by an expanded version in 2018.
The new edition outlines a “basket of measures” featuring 42 projects focused on operations and technology,
along with 13 initiatives centered on sustainable and low-carbon aviation fuels. These efforts were designed in
collaboration with major national stakeholders, including the Ministry of Climate Change and Environment,
Masdar, ADNOC, ENOC, and leading aviation operators such as Emirates, Etihad Airways, and flydubai.
