REGIONAL OPERATION CENTERS (R0Cs)

WINGS CRS plan is centered on the operation of four fully self-contained, autonomous, state of the
art regional operations, each strategically located across the globe to provide a rapid-response by
air within 6 hours or less based on a 3200 nautical mile service region as depicted in the map below.
Their strategic location is necessary to provide this critical response.

Each of the Regional Operations Center (ROC) will be constructed on a minimum 500-acre site with an addi-
tional 1500 + acres for housing and employee amenities. Each center is fully self-contained and every con-
ceivable design will be built in so that the facility can fully operate in virtually any condition including Class 5
hurricane/ typhoons and 8 plus factor earthquakes.

Each center will consist of the following:

• One 9,000 foot x150 foot runways and connecting taxiways
• A real time Operations Command and Monitoring Center
• Offices, classrooms and flight simulator training facilities
• Over a half million square feet air cargo terminal with automated warehousing
• Two Aircraft hangers to accommodate a Lockheed L-500
• Over 50,000 square foot Vehicle Maintenance building
• Fuel and water storage depot
• Single and multi-family unit housing for 2300 employees and their families plus dormitories for visiting
teams and volunteers
• Green environmental practices including solar and wind electrical generation, and rainwater and gray water
capture and recovery systems.
• Treatment facilities and food production for self-sustainability of its teams and provision for its missions to
victims.
• K-12 school and recreation centers to support the teams and their families.
