b. STEPS TAKEN TO PREVENT ACCIDENTS DUE TO HUMAN FAILURE:-
Intense monitoring of Station/Yard staff is carried out frequently by
Officers.
Ambush checks and night-surprise inspections in various sections of the
Division on daily basis are done and deterrent action is taken on
defaulters.
Monitoring implementation of gradation of Loco (running) staff and staff
performing Train-Passing duties.
Monitoring staff overdue for Refresher course, PME, Safety camp etc.
done.
Inculcation of safety consciousness among staff through publicity, safety
literature viz., Fortnightly Safety News Bulletins, Alert Advises, Fly Leaves,
posters, Brochures, Pocket-folders and also through Audio/Visual aids.
Safety-drives are launched frequently on various subjects based on the
causes of train accidents/unusual occurrences.
Seminars are conducted on various aspects, regarding safe working of
trains from time to time.
Gang men & Trackmen are counseled by conducting seminars on
various aspects viz., Monsoon/winter patrolling, Action to be taken in
case of weld failures/rail fractures, Procedure for placing of detonators
for protection of track, Gatemen duties, Recent accident cases &
causes are also explained.
c. STEPS TAKEN TO PREVENT LC ACCIDENTS:
LC gates are periodically checked for procedural adherence by Gatemen.
Competency of Gatemen and availability of infrastructure as per
prescribed norms, are being ensured.
Night Surprise Checks are being conducted to ensure alertness and
sobriety of Gatemen.
Gatemen are being counselled on action to be taken in case of
unusual/abnormalities noticed by running trains.
Safety boards are provided at all LCs indicating duties of Gatemen on
observation of various abnormal situations.
Gatemen are being counselled on action to be taken in case of gate
failures/road vehicles obstructing –Dealing of trains.
Joint ambush checks with civil authorities are conducted to nab errant
road vehicle drivers under the provisions of the Motor Vehicles Act, 1988,
and the Railways Act, 1989.
d. Steps taken for system improvements and to bring awareness
among safety category staff:
Safety drives are being conducted as given in safety calendar and as
and when ordered by RB/HQ/Division. Total 24 safety drives conducted
upto Oct’21(RB-10, HQ-9 & Divn-5). Its compliance is submitted to CSO
office and no drive’s compliance is pending as on date.
