V.     ORGANIZATIONAL CAPACITY AND IMPLEMENTATION

                          ARRANGEMENTS
                          Consistent  with  the  mandate  of  the  schools  division  office  to  provide  demand-driven
                   technical assistance to schools and learning centers, SDCB will focus on the implementation of
                   policies, programs, and projects of the Department. As an implementing unit that oversees the
                   operation of its 33 public schools, SDCB shall ensure that its education resources are managed
                   efficiently  and  distributed  equitably.  At  its  level,  the  division  office  shall  likewise  adopt
                   interventions aligned to the identified strategies under the 4 Pillars—Access, Equity, Quality, and
                   Resilence  &  Well-Being,  complemented  by  the  enabling  mechanisms  for  Governance  and
                   Management.

                   Priorities for the first 3 years
                          The priorities for the first 3 years (2022-2024) shall include the response to the immediate
                   challenges of COVID-19 and lays the necessary foundation:

                       •  Post-COVID-19 Recovery and Transition

                          SDCB shall ensure that 100% of its schools continue to implement face-to-face learning
                   modality and that contingency plans are in-place should there be recurrence of lockdowns. The
                   schools division shall prioritize the health and wellness of its teaching and non-teaching personnel
                   and most-especially its learners, with focus on achieving a high vaccination rate against COVID-19
                   and  other  diseases.  In  addition,  health  services,  mental  health  and  wellness,  and  nutrition
                   programs shall be made accessible to its learners and personnel.

                       •  Improving Access
                                 With the still persistent problem of congestion at City of Batac National High
                          School Poblacion, the schools division aims to start the establishment of a new junior high
                          school at Brgy. Magnuang (southeast of City of Batac). Likewise, SDCB aims to improve
                          participation  /  enrollment  at  Crispina  Marcos  Valdez  National  High  School  through
                          modification/change of Senior High School offerings to cater the priority track/strand of
                          learners, thereby decongesting enrolment in schools offering General Academic Strand
                          (GAS). The SDO also looks into the possibility of establishing a Senior High School at City
                          of Batac National High School Rayuray (JHS) and converting Batac National High School
                          into a Technical – Vocational School.

                       •  Focus on Quality as a priority

                          The  schools  division  shall  focus  on  improving  the  Quality  of  basic  education  services
                       provided to learners. Technical assistance provided to schools shall be on reading, numeracy,

                       socio-emotional learning, and 21  century skills. Part of the implementation arrangements
                       shall  be  on  increasing  time-on-task  and  ensuring  that  overlapping  of  activities  will  be
                       eliminated. In addition, SDCB shall establish mechanisms to assess learning outcomes through
                       a division -initiated research.

                       •  Partnership building and networking
                          SDCB shall continue to collaborate with education stakeholders particularly the Provincial
                          and City Government, Federated PTA, Private and Non-Government Entities and National
                          Government Agencies and Institutions to effectively deliver its services to all learners. The
                          attainment  of  adequate  ratio  of  basic  education  inputs  such  as  teachers,  classrooms,
