Place a specially constructed rubber balloon in the hull
of oil tankers to be filled with crude oil, and use the
normal hull for ballast water. The ballast seawater would
not create pollution when dumped into the sea and,
should an accident occur, the rubber balloon would hold
the crude oil and prevent an oil spill.
