The list of certain analytical and consulting projects implemented with the participation and significant substantive
contribution of Tomasz Brzeziński:
Renewable power plants:
1. Preparation of a legal opinion for a company acting as a gas distribution system operator (DSO) regarding
the assessment of the admissibility of the DSO engaging in activities related to electricity generation in
PV installations in the prosumer net-billing settlement system (July 2024).
2. Legal opinion for an entity from the timber industry regarding the assessment of the impact of
regulations establishing limits on revenues from the sale of energy produced from renewable energy
sources on settlements resulting from the Virtual Power Purchase Agreement concluded with producers
of electricity from PV farms (January 2024).
3. Legal opinion on electricity license requirements for a timber industry client's planned PV installation
partially on leased plant areas (July 2023).
Biomethane:
1. Participation in the works of the Gas Chamber's Biomethane Market Development Team on solutions
for overcoming technical, financial, and regulatory barriers blocking the development of the biomethane
market and substantive input (as a co-author) to the development of a report summarizing the results
of the Team's work entitled "Infrastructure Solutions for the Development of the Biomethane Market,"
which identified existing barriers and proposed specific technical, legal, and economic solutions for
leveraging the potential of biomethane as a gaseous fuel introduced into the national gas network
(2025).
2. Cooperation in the development by DSO of the concept of virtual gas pipelines, i.e., biomethane supplies
to the gas network using tankers (2024).
3. Development of templates for connection conditions and agreements of biomethane plants to the
distribution network for the DSO (2024).
4. Development of legal opinions on the proposed approach to assessing the eligibility of DSO activities for
the EU taxonomy and for sustainability reporting purposes, to the category of “Renewable and low-
emission gas transmission and distribution networks” (2024).
5. Preparation of a legal opinion for the DSO on the legal and regulatory aspects of implementing the so-
called virtual gas pipeline model in areas where there is insufficient infrastructure for receiving
biomethane or the network capacity is insufficient (2023).
6. Preparation of legal opinions for the Storage System Operator (SSO) regarding regulatory aspects of
storing biomethane and hydrogen in underground gas storage facilities (2023).
7. Preparation of analyses and regulatory and legal opinions for the DSO regarding connections of
biomethane plants to gas networks, including the assessment of the economic efficiency (2020 – 2022).
8. Preparation of a regulatory and legal analysis for the DSO regarding proposed changes to the tariff
system aimed at supporting the development of the biomethane plants connected to the gas distribution
network (2020).
9. Preparation of a study for the DSO regarding the possibility of implementing a model for connecting a
biomethane plant to the distribution network, which assumes transferring part of the costs related to
the construction and operation of the infrastructure to the connected entity (2021).
