legal barriers to the development of the biomethane market in the European Union and in Poland and
directional proposals for solutions stimulating this development (2020).

11. Preparation of a legal analysis regarding the support system for the production and introduction of
biomethane into the gas network (2020).

Hydrogen:
1. Support in preparing draft contracts for the offtake of hydrogen from the RFNBO as part of projects co-
financed by the National Reconstruction Plan (2025).
2. Preparation of a legal opinion for the DSO regarding the conditions for decommission or change of
location of CNG refueling stations, which were built by the DSO in accordance with the natural gas station
construction program agreed with the President of the Energy Regulatory Office (September 2025).

3. Supporting the Chamber of Commerce of the Gas Industry by participation in working groups operating
at the Ministry of Climate and Environment under the Sectoral Agreement for the development of the
hydrogen economy in Poland (2021-2023).

4. Preparation of legal information for the DSO on the formal and legal requirements for the
implementation of investments (as part of a research project) aimed at examining the possibility of using
hydrogen in gas networks (2022).
5. Preparation of a legal analysis for the SSO regarding changes in the legal environment promoting the use
of hydrogen in gas systems and on the regulatory aspects of the development of storage infrastructure
for the purpose of storing hydrogen in underground gas storage facilities (2021).
6. Preparation of regulatory and legal analyses for the Gas Chamber of Commerce regarding legislative
solutions that require implementation in Poland to enable the development of projects concerning
hydrogen transport through gas networks and hydrogen storage in underground gas storage facilities,
together with a draft of relevant statutory regulations (2021).

1. Preparation of a legal opinion for the DSO regarding the conditions for decommission or change of
location of CNG refueling stations, which were built by the DSO in accordance with the natural gas station
construction program agreed with the President of the Energy Regulatory Office, referred to in Article
20 of the Act on Electromobility and Alternative Fuels (September 2025).
2. Preparation of a legal opinion for the Gas Transmission System Operator (TSO) covering selected legal
issues and answers to questions regarding the provisions of Regulation (EU) 2024/1106 of the European
Parliament and of the Council of 11 April 2024 on amending Regulations (EU) No 1227/2011 and (EU)
2019/942 as regards improving the Union's protection against wholesale energy market manipulation
("REMIT II") (2024).
3. Preparation of legal analyses for the DSO regarding the proposed approach to assessing the eligibility of
activities for the EU Taxonomy based on the provisions of Regulation (EU) 2020/852 of the European
Parliament and of the Council of 18 June 2020 on establishing a framework to facilitate sustainable
investment, amending Regulation (EU) 2019/2088 and its delegated acts and the extent to which DSO is
covered by mandatory ESG reporting (arising from CSRD Directive) (2024).

4. Preparation of a legal opinion on the assessment of the impact on the operation of a combined heat and
power plant of the provisions of Regulation (EU) of the European Parliament and of the Council on the
reduction of methane emissions from the energy sector and amending Regulation (EU) 2019/942 (2023).
