the Evaluation Results of the Water Resources Act to Amend Related LawsThe Office of the National Water Resources (ONWR), as the secretariat of the NWRC and the central agencyresponsible for integrating water resources plans and operational plans of government agencies and local administrativeorganizations, will prepare the (draft) Water Resources Operational Plan for Fiscal Year 2027 in accordance with the annual budget calendar. The draft plan will be submitted to the NWRC for approval, so that relevant agencies can expedite the submission of important and necessary water resources projects that align with the annual operational plans of provinces and regional clusters, and are in line with government policies for flood and landslide prevention and mitigation. This process will follow the operational plan calendar established prior to the submission for annual budget allocation to the Budget Bureau.According to the Cabinet resolution dated 19 January 2021, the Office of the National Water Resources (ONWR) was assigned the responsibility to evaluate the effectiveness of the Water Resources Act, B.E. 2561 (2018). The NWRC approved the evaluation approach during its meeting No. 2/2023 on 26 October 2023, specifying that the start date for the legal effectiveness evaluation would be any date in 2024 (1 January 2024) onwards. Consequently, the ONWR, in collaboration with Chulalongkorn University through the Academic Service Center, has initiated the project to evaluatethe effectiveness of the Water Resources Act. The evaluation period is set for 150 days (from 6 June to 2 November 2024)to ensure the implementation of the Water Resources Act, B.E. 2561 (2018) is efficient and effective.In 2025, the Office of the National Water Resources (ONWR), in collaboration with relevant agencies, will consider measures to amend and improve the Water Resources Act based on the evaluation results.
