is lower than the minimum target of passenger volume
- Although the situation of air transportation service has improved since the
government relaxed measures to allow domestic flights in May and international flights
in July, resulting in the increase of passengers, the average number of passengers per
month generally decreased by more than 50 percent from the maximum target

ปัญหา/อุปสรรค/เหตุผลความล่าช้า Problems/Obstacles/Reason for delay

จากสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนาสายพันธุ์ใหม่ 2019 (COVID-19)
และมาตรการป้องกันการติดต่อของรัฐ ส่งผลให้ผู้โดยสารในช่วงการระบาดลดจ�านวนลงอย่างมาก

สืบเนื่องจากการเดินทางทางอากาศจะต้องปฏิบัติตามมาตรการที่จ�าเป็นของรัฐในการป้องกัน
การแพร่กระจายของโรคดังกล่าว เช่น การจ�ากัดจ�านวนผู้โดยสารในแต่ละเที่ยวบิน หรือการเว้นระยะห่าง
ของที่นั่งผู้โดยสาร เป็นต้น ต่อมารัฐบาลได้ผ่อนคลายมาตรการให้สายการบินกลับมาให้บริการภายใน

The Coronavirus Disease 2019 (COVID-19) pandemic situation and the government’s
preventive measures have greatly reduced the number of passengers, as air travel
is required to follow the necessary measures of the government in preventing the
spread of COVID-19, limiting number of passengers in each flight or distancing
passenger seats for instance. Later, the government relaxed measures for airlines to
resume domestic flights in May and international special flights in July. However, the
demand for domestic travel was continuously reduced, especially the demand of foreign
tourists since they could not travel from abroad as usual. The number of passengers
was therefore unable to meet target despite having sufficient flights for passengers.
