Identification of strong researchleaders
Thedevelopment of research programs in the University starts with the identification of
researchleaderswiththenecessarycompetenciesintermsofknowledge,skills, values and
attitudes.
Creationof anAdHocCommittee
This will befollowedbycreatinganAdHocCommitteepreferablyof five membersfromthe
variousdisciplineswhoshall craft thecommonresearch framework.
Appointment of expertstoreview andpackageproposal
ExpertsfromtheUniversityExpertPoolshallthenbesoughttoreviewtheresearchprogram
proposalafter whichtheresearchprogramproposalshallbepackagedfirst-class byprovidingallthe
neededinformationfordonorsupport.
Invitation of prospective funddonors
Prospectivedonorsshallthenbeinvited for avisit andbriefingaboutthe program.
Thesameprocessshallalsobesoughtfor sponsor-driven programproposals.
Criteriain EvaluatingR&DProposals
Following aresomeconsiderationsundereachcriterionto evaluatetheProjectsproposals:
1)Tangible Impact on Improving Quality of Academic Programs. The extent to which the proposal is expected
to bringdirectbenefitsto the policyformulationaimedatimprovingquality ofacademicprogram;
2)Multidisciplinary Approach. The involvement of proponents coming from different disciplines is given preference
in theevaluationofproposals;ThepartnershipofseniorandJuniorresearchers(mentor-menteerelationships)is also
desirable.
3) Clarityand Manageability. The proposal should be clear, concise and implementable within the period as
proposed.Amongthe desirablecharacters shouldbe:
Keyactivities of the projectandtimefor eachareclearlyoutlinedin the proposal.
Attainableoutcomeresults(longterm) andoutputresults (short termorimmediate)
Realisticperformancemeasurement indicators
Smallscaleandshortprojectcycle (ableto demonstrateresultswithin shorterperiod)
4) Sustainability, Replication and Up-scaling. The extent to which the expected results of the proposal have the
potentials to bereplicatedorup-scaledin largerscale,in anothergeographicregionor inother context.
5) Realistic andRelevantBudget.Amongtheseshouldinclude:
Theextent to whichthe proposedbudgetis realistic.
Theextent to whichthe proposedbudgetitemsarerelevant.
Evaluation of theProposals
Projectsideallyshouldcoverone-yearimplementationperiod.Allproposalswill bereviewedbyacampus
committee designated. Consolidated proposals by campus will be endorsed and submitted to the University level for
final review and approval by a committee to be designated by the VP-RDET. Evaluation team in the campus and
university level canmakeuseof the setofevaluation criteria asmentionedabove.
