Likewise,asemi-annualAuditedFinancialReport(AFR)shallbepreparedandsubmittedto theVP-
RDETandthe funding agency bythe ISUAccounting Department. However, a Project Leader may request
for anupdatedAFRasdeemednecessary.
f. Transferringproject leadership
Project leadership may be transferred to another upon request or incapacity of the incumbent or
when University management finds it necessary. When the Project Leader leaves for at least three months,
he should recommend someone to take his place while he is out. To ensure the smooth implementation of
theproject, thesubstituteleadershouldhavethe samefield ofspecialization.
g. Project monitoringandevaluation
Asystematic monitoring and evaluation (M&E) shall be implemented for all research projects. The
evaluation shall be based on the detailed action and financial plan as embodied in the approved research
proposal. Forthe purpose,prescribedM&Eformsshall beused. Thecumulative progress of the project shall
be closely monitored to ensure that project outputs and deliverables shall be attained on time as envisioned
andscheduledinthe researchproposal.
h. In-House Reviews
Anintegral componentof the M&Eof ongoingandterminated researchesshall bethe conductof a
regular R&D Agency In-House Review (AIHR) by the University. This shall be conducted once a year. The
AIHR shall be done in coordination with the pre-AIHR reviews of the different ISU campusesand clusters. A
campusmayopt toconductother reviewsasit mayseefit.
