Report to the Propane Education & Research Council

State Rebate Program
There were 39 state rebate requests approved since the July Council Meeting report. Of the
programs awarded, 12 requests included Partnership with States funds. The total amount of
state rebate funds awarded was $1,981,715.06 with an additional $254,325.26 awarded in
Partnership with States funding. A detailed summary report of replicated rebates approved
follows this report in the briefing materials notebook.
Each funding request was reviewed by PERC staff to ensure compliance with the Propane
Education and Research Act of 1996, the Department of Commerce restriction, PERC’s
Policies, Rules, and Procedures, as well as eligibility for funds requested. PERC Policies, Rules,
and Procedures require PERC staff to submit all new project concepts to the Council for review
as a new concept state rebate funding request. Two new concept state rebate funding requests
were submitted during this time.

Applicant: New England Propane Foundation
Project Title: 2019 Military Education & Recruitment
Amount Requested: $40,000
Staff Recommendation: Approval
Brief Description of the PGANE, NYPGA, and the Veteran Education & Transition
Project: Services (V.E.T.S.) propose to partner together in order to provide
the propane industry and veterans with the education, training
and outreach necessary to increase military recruitment into the
propane industry in New England and New York State from US
military service members. Many propane companies do not
understand how to access military GI benefits for training and to
minimize their employee expenses, or how to properly attract
military personnel. PGANE and NYPGA plan to work
collaboratively with V.E.T.S. to provide this training to our industry
so that we can increase the number of qualified veterans working
with propane in this 7-state region. PGANE and NYPGA plan to
work with V.E.T.S. to develop outreach materials aimed at
veteran groups in our regions so that we can educate the military
community about the benefits of the propane industry and
successfully recruit human resources necessary to the survival
and growth of the propane industry.
