economic resources, and to create for this purpose a system for the regulation
of armaments. After a long wait, in recent years real progress has been made in
realizing the beginnings of a comprehensive regime to regulate nuclear arms,
and there have been meaningful reductions in conventional forces in some
               parts of the world.

It is a particular pleasure for me to welcome you today and to commemo-
rate this anniversary. This exhibition and the forthcoming catalogue provide
both a scholarly and visual appreciation for where we once were and how far we
have come. I wish to express my appreciation to the Chief Librarian, and the
Chief of the League of Nations Archives and Historical Collections Unit and
the Museum, for their efforts to put all this together, and for their continuing
undertakings to reach out to the community to ensure that this common world
history and treasures continue to live and breathe for the benefit of this and
               future generations.
