          I           t  is  most  appropriate  for  the  1996  meeting of  the  Secretary-
                      General’s Advisory Board on Disarmament Matters to be invited
                      to  the  recently inaugurated Geneva  Centre  for  Security Policy
          (GCSP).  I  wish  to  thank Ambassador  Hofer  of the Swiss  Delegation  to  the
          Conference  on  Disarmament  and  Mr.  Winkler  of  the  Swiss  Ministry of
          Defence for inviting the Board to visit the Centre and for offering to host this
          session.  May  I  also  mention my appreciation  for  the  work  of the United
          Nations  Institute  for  Disarmament  Research  (UNIDIR)  and  its  Director,
          Mr. Lodgaard, for co-sponsoring this afternoon's programme.


              That the members of the Advisory Board have seized the opportunity of
          their meeting to visit the GCSP serves to highlight several important points. It
