Mr. President of the State Council,
Madame Mayor,
Distinguished representatives of the Republic and the Canton of Geneva,
Distinguished representatives of the Administrative Council of the City of
Geneva,
Excellencies,
Ladies and Gentlemen,
F irst of all, I would like to thank you most sincerely for your kind
hospitality from my very first steps in this capital of internationalism.
As you know, I assumed my new functions of Director-General of the
United Nations Office at Geneva only three weeks ago, but I am not a
newcomer to your beautiful city. I always remember with pleasure the times I
spent here in 1973-1975, almost twenty years ago, when I was participating in
meetings of the Preparatory Committee of the Conference on Security and
Cooperation in Europe, which gave birth to the Helsinki Final Act. First
