STATEMENT
BY MR. VLADIMIR PETROVSKY
TO THE GENEVA GROUP MEETING
AT THE US MISSION
28 April 1993
T hank you for giving me an opportunity to address this distin-
guished gathering this morning. I would like to share with you a
few thoughts in matters of common concern with respect to the
work of the UN in Geneva, the reform process and some of the steps that as
Director-General I am taking to implement the vision of the Secretary-General
as expressed in a number of his reports, not least "Agenda for Peace". I do so in
keeping with my readiness to fully cooperate with this Group and to consist-
ently maintain the maximum degree of transparency on our on-going efforts
aimed at making the UN, its central and local headquarters as effective and effi-
cient tools for the final benefit of Member States as we possibly can.
In order to succeed in meeting the post-Cold War challenges as well ap-
proach the year 2000 and in developing a new international framework in
which the UN can effectively operate, the Organization should address and
resolve a twin problem of structure and of substance. We need to strengthen
the ability of the family of the United Nations to work together under one roof;
we need to develop effective relations between UN offices and regional institu-
tions and organizations; we need to enhance the timely flow of communication
and information as well as the exchange of experiences thus avoiding any dupli-
cation of efforts or waste between the UN and other institutions; to use better
and more rationally the human and material resources of the Organization.
