in the Geneva Office is rather vague. We have been informed of the departure of
Aliamane Bacar Said in April but there is no indication of his future functions.
Chapter VIII:
§11. Stresses that the Secretary of the Pension Board shall be fully independent from
the Chief Executive of Pension Administration and the Representative of the Secretary-
General and in this regard decides that the Secretary of the Pension Board shall be
selected and evaluated by the Succession Planning Committee of the Pension Board in
accordance with relevant staff regulations and rules, while noting the redeployment of
the D-1 from the Geneva Office as a temporary arrangement starting in January 2020,
requests the Pension Board, through its Succession Planning Committee, to expedite
the selection and nomination process; and further decides that the Secretary shall
report directly to the Pension Board, while being provided with administrative support
from the Pension Administration and the Office of Investment Management, as
necessary.
The following paragraph allows some hope:
§35. Stresses the importance of having a consistent benefit processing rate as well as
maintaining the quality of service provided to clients in Europe, West Asia and Africa
and in this regard requests the Chief Executive of Pensions Administration to maintain
appropriate parallel characteristics of the Geneva Office and to provide updates on the
issue in the context of the next report of the Board.
However, the Resolution does imply some important changes:
1. Calling in an external institution to study the problems of management while
maintaining the internal working group
2. The presence of alternates would no longer be permitted when the
representative is present.
Our Pension Fund is at this moment facing a difficult situation. The CEPA is unable to
take over following a serious accident, the candidate for the post of Assistant CEPA has
not yet been chosen and the Chief of the Office at Geneva is moving to different
pastures.
All of which is extremely worrying as we will convey to the new CEPA.
