General Assembly thus adjourned sine die on April 21, having taken no action on the medical assistant
               bill and hundreds of others.

In New York, legislation was pending in the Assembly and Senate that would create two new categories
of restricted license for clinical laboratory technologists: immunohematology and microbiology
(A8725; S7192). AMT supports the bills and at press time was preparing letters of support to the
relevant committee chairs. The bills would help alleviate a critical shortage of licensed technologists in
New York by authorizing the State Education Dept. to issue specialty licenses that do not require
passage of the MLS(ASCP) generalist exam. At this writing, the NYS Senate and Assembly were
adjourned until further notice, having last met on March 18.

               CONCLUSION

Legislative and regulatory activities in 2020 have largely been defined by the COVID-19 crisis. As of this
report, it was unclear when business would return to “normal” – or whether there would be a “new
normal” going forward over the long term. Nevertheless, the AMT Government Affairs Committee
remains committed to monitoring ongoing legislative and regulatory developments and advancing AMT
               members’ interests in those measures.

The Chair appreciates the input of committee members on the various topics of importance that have
arisen during the preceding 12 months.

               Respectfully submitted,
               Robert Newberry, MT, Chair
