Who Can Sign a Minor’s DS-23 Application?
A parent, guardian, or responsible adult can sign the application of a minor. The question then becomes: “what
documents do we need to see to verify that the person attempting to sign the application is authorized to sign
the application of a minor?”
A Manager’s Bulletin will go out explaining the updated process for signatures on the applications of minors. A
customer no longer has to have a birth certificate or court order to be able to sign the application of a
minor. Please review the recently updated information on our website https://dds.georgia.gov/signature-
application-minor for more details. If you are asked for our official “policy” regarding these procedures please
refer the customer to our rules listed on our website (DDS Rule 375-3-1-.34) or the Responsible Adult
information on our website.
