Neglect, Ltd: I n 2022, a series of collaborative investigative reports by
Inside Israeli Shomrim and Kan 11, Israel’s public broadcaster, uncovered
Hostels for alarming conditions within hostels for individuals with
People with disabilities in Israel. Through hidden camera footage and
Disabilities personal interviews, the reports exposed instances of physical
and emotional abuse, neglect, and mistreatment of society’s

apparent ineffectiveness of the Ministry of Welfare, tasked

Shomrim learned that this
provoked an in-depth and
lengthy discussion among the
members of the committee.
In 2023, the committee’s
conclusions were published,
which recommended the
closure of the institutions
within five years and a
transition to a community
integration model. The
Minister of Welfare announced his acceptance of the
committee’s conclusions and his willingness to work to
implement them. However, following the outbreak of
the war, the Ministry of Welfare announced that the
implementation would be postponed. Shomrim continues to
closely follow this story.
