    The "Bulava" is actually a "Topol-M" solid-propellant
 rocket. It was supposed to allow unification of land-based
 and  sea-based  missiles,  which  would  allow  significant
 savings. The prototype of the future rocket was "Topol-M",

    Of  course,  these  are  not  direct  analogs,  but
 interchangeable;  the  same  production  technologies are
 used for a number of components of these missiles. The
 engineers considered that they would be able to adapt the
 "Topol-M" for this, but the Institute of Heat Engineering
 is not yet able to solve all the problems associated with
 missiles  for  submarines.  The "Bulava"  design contains
 many unified elements in the combat equipment platform.
