Stage 2
Stage 2 identifies the development of a
project post Scheme Approval 1 through
to exchange of contracts and Principal
Contractor appointment.
1. Once approved at Scheme Approval 1 the RAM will engage solicitors and
agree the lease and the Internal Project Manager will appoint the Principal
Designer on behalf of TCG. Following appointment, the Principal Designer
will conduct a desktop assessment of the current project information
2. The External Project Manager will notify the project team (Architect,
Quantity Surveyor and Format) of the project’s success through Scheme
Approval 1, obtain any outstanding hazardous materials reports (including
asbestos) and procure Structural Engineer, Building Services Engineer and
Planning Consultant
3. The External Project Manager will arrange a design team meeting,
assembling the project team to review the current project information and
outline the next steps of the project
4. Following the design team meeting the Principal Designer will produce
a site inspection report, collate the available Pre-Construction Information
and issue to the External Project Manager, highlighting absent information /
documentation required to complete the PCI. The External Project Manager
will then be responsible for the procurement of all outstanding information
5. Working collaboratively and in conjunction with each other, the Architect,
Structural Engineer, Building Services Engineer and Planning Consultant
will prepare co-ordinated drawings and information for the submission of
planning application(s)
6. The External Project Manager will notify the Format team to review and
approve the proposed advertisements design co-ordinate the Asset Plan
upon receipt of the Architects planning drawings
7. Following receipt of all co-ordinated information, the External Project
Manager will instruct the Planning Consultant to submit application(s) to
Local Planning Authority and monitor through to decision. The Planning
Consultant will issue the decision notices to the External Project Manager,
Architect and Principal Designer
8. Once planning consent has been obtained, the External Project Manager
will instruct the Architect, Structural Engineer and Building Services
Engineer to prepare the relevant drawings / information to enable the
Quantity Surveyor to invite Principal Contractors to Tender for the project.
9. During the Tender documentation preparation period, a design team
meeting will be arranged by the External Project Manager, attended by
The Construction Manager, Internal Project Manager, Quantity Surveyor,
Architect, Principal Designer, Structural Engineer and Building Services
Engineer. Following the meeting, the Internal and External Project Managers
will agree the Tender list / programme respectively, the Quantity Surveyor
will produce Employer’s Requirements [ER’s] and the design team will
finalize Tender drawings / information.
10. A review meeting will be arranged to examine the finalized tender
information, following which the Quantity Surveyor will collate the required
information for the Tender document and issue to the prospective Principal
Contractors on the tender list. Review meeting to be attended by the
Construction Manager, External Project Manager, Quantity Surveyor,
Architect, Principal Designer, Structural Engineer and Building Services
Engineer

11. The Quantity Surveyor will receive final Tender information from the
Architect, Structural Engineer and Building Services Engineer following the
Tender Review Meeting. Drawings and documentation will be collated and
issued to the Principal Contractors on the agreed Tender list for Tender
proposals to be developed and submitted
12. Once all Tender proposals have been received, a Post Tender
Qualification period commences until such a time that a Contractor
Recommendation can be made jointly by the External Project Manager and
Quantity Surveyor
13. The External Project Manager will then update PCSD’s 01-04, complete
PCSD 05 and issue to the Quantity Surveyor to produce the CV2 cost
document and subsequently collate the package of information required
for Scheme Approval 2 and issue to the External Project Manager for their
approval and comments
14. Once agreed the External Project Manager will submit the project for
Scheme Approval 2. The External Project Manager and Quantity Surveyor
will be present at the Scheme Approval 2 meeting
15. Should the project be approved at Scheme Approval 2 the Quantity
Surveyor will issue the approved Stage 2 pack and CV2 Investment
Appraisal [IA] summary to the RAM during the meeting
16. Following the meeting, the Internal Project Manager will complete and
issue the meeting minutes to the team (RAM, External Project Manager,
Quantity Surveyor, Architect, Principal Designer and Format)
17. If the CV2 Cost Plan is less than the CV1 Cost Plan, the project will
proceed to exchange of contracts by the RAM
18. If the CV2 Cost Plan is greater than the CV1 Cost Plan, the External
Project Manager will escalate the approved Stage 2 pack to the RAM and
Internal Project Manager for a Cost Plan review
19. Should the CV2 Cost Plan be greater than +5% of that approved at CV1
or outside of a 12-month board approval date, the project will be represented
at FCEF. FCEF approval is required for the project to proceed to exchange
of contracts
20. Should the CV2 Cost Plan exceed board approval >5% of the approved
CV1 costs, the project will be escalated to the Head of Acquisitions for
DAL uplift. The Head of Acquisitions approval is required for the project to
proceed to exchange of contracts
21. Following exchange of contracts, the External Project Manager will
issue an Exchange pack of information to the Construction Manager
(including agreed Tender drawings and PCSD 06) and arrange the
Exchange Meeting. Information pack to be issued min. 1 week prior to the
Exchange Meeting
22. The Exchange Meeting (held on-site for conversions only) will be
attended by the Construction Manager, RAM, Internal Project Manager and
External Project Manager
23. Once the Exchange Meeting has been undertaken, the Construction
Manager will select and appoint the Principal Contractor
