              In  the medium term,  aligning the purposeful direction of development of vertically
         integrated clusters and re-creating the mechanism of mutual influence of entrepreneurship
         structures in the competition environment is in the spotlight (Appendix 3). To  this end, a
         cluster policy aimed at implementing bottom-up cluster initiatives is helping. In the initial
         stage,  clusters and their participants  are  considered  interdependent  in  shaping their
         development strategy. The Chamber of Commerce and Industry plays a supporting role in this
         direction.
              For  a vertically integrated cluster to move to the next level of performance, it is
         necessary to create favorable infrastructural conditions in the region, including access for
         cluster enterprises to relevant markets, raw materials, personnel, and logistics opportunities.
              When the key enterprises of the region occupy a leading position, a conglomerate type
         of cluster is formed. Creating institutional conditions to  enhance the  competitiveness of
         cluster-producing enterprises is aimed at creating institutional infrastructure that contributes
         to the development of the sector or the economy in the region (Figure 1.4.4).
