business incubators, guarantee funds, community use centers, technology transfer centers.

Stage 4. Development of clusters in an independent manner - in separate economic
zones.
Enhancing cooperation between entrepreneurship structures, educational and training
institutions is of great importance in shaping and developing innovation-oriented clusters,
which requires streamlining the system for managing the ongoing participants of
organizations - clusters in the first stage. Therefore, there is a need for consulting
infrastructural services that specialize in identifying the best practices in strategic and
innovative management, as well as new management methods and mechanisms in cluster
enterprises, and providing regular work to promote them effectively. In this regard, the
development of community marketing projects that assess the capabilities of economic
clustering and provide opportunities for evaluating potential directions as an independent
direction is envisaged.
