the natural and climatic conditions of the region, mineral reserves are of paramount
importance.
A characteristic of the socio-economic potential of territories is the development of a
scientifically based program for the regional economic development of the territory and the
creation of conditions for its implementation. When studying and assessing the socio-
economic potential of a region from a methodological point of view, it is important to study
it as an economic category and an object of statistical research.
As we said above, the socio-economic potential of the region is the satisfaction of the
gross needs of the population, enterprises and organizations of the real sector, as well as the
consumption by society of goods (goods and services), labor resources, material, technical,
financial, natural and all other resources in reality is the available quantity. One of the main
tasks facing the regional statistics departments and the State Statistics Committee of the
Republic of Uzbekistan as a whole is the development of a statistical assessment methodology
for determining the potential of the regions, in particular, the volume of labor, material and
technical, financial, natural and other resources available in the regions, based on these
resources, reserves, growth rates and provide objective information about their effective use
in the future. To do this, it is necessary to solve the following methodological problems:
consider socio-economic potential and its components (structural parts) as an
economic category and an object of statistical research;
development of a system of indicators for determining the potential of a territory
based on the characteristics of the quantity of available resources, their composition, quality
and a number of other parameters;
creation of a methodology for assessing various elements of competence;
disappearance (decrease) of the socio-economic potential of the territory;
development of a methodology for reflecting cases of illegal and secret use of
territorial power;
creation of a methodology for the effective use of the socio-economic potential of
the region;
development of a methodology for determining factors for the development of the
socio-economic potential of a region in market conditions and the degree of their influence,
etc.
There are two different groups of factors for using and increasing the socio-
economic potential of regions. These are extensive and intensive factors.
The first is an increase in the volume of labor, material and technical, financial, natural
and other resources; the second involves improving the quality of all available resources and
the efficiency of their use.
The most important factor is the degree of proportionality and balance between
the various resources and potential components. The absence or lack of any of these
components prevents the others from occurring.
