The statistical information base is the information presented in labor reports, sample
observations of regional statistical departments for population censuses, and special
chronometers organized to determine unemployment. The theoretical, methodological,
scientific and practical aspects of the components that make up the structure of the socio -
economic potential of the region are revealed. To do this, let us analyze labor resources and
the formulas for their calculation described above.
Territorial labor resources and the size of the economically active population are
determined in a certain time interval or in an average time interval. The average cost of labor
resources, according to available data, is calculated using the formula of the arithmetic
average and the chronological average.

1. If statistical data on labor resources (HR) or the number of economically active
population are given at the beginning and end of the reporting year, then labor resources are
calculated using the arithmetic average formula.
