         quarter or month. . The average chronological formula is explained as follows:

              Here: M is the amount of labor resources received for each equal time interval;
              n is the number of observations.
              3.   If  the data  is obtained at  different, that is,  unequal periods of time,  then a
         chronological weighted average formula is used:

              In this case, Mi is the average value in range i,
              ti – distance between two observations (months or days) in the i-th interval.
              In order to have detailed and complete information about the labor resources of the
         regions, they are grouped by statistical departments. These data explain the quantitative and
         qualitative characteristics of labor resources. In a group analysis, the number, age, gender,
         qualifications  and position of labor resources working  in the  regional economy and its
         industries, enterprises and organizations are determined; Grouping is carried out by collecting
         most of the mentioned parameters and some additional data on the category of unemployed.
              This is one of the important indicators for assessing the potential of the region, the
         development of the  regional economy, the implementation of investment programs,  the
         creation of additional jobs and, in general, the correct and effective use of rich opportunities.
              It should be noted that the labor potential of the region participates as an economic
         factor in creating the gross regional product and ensuring the socio-economic development of
         the region. When assessing the labor potential of regions, it is not enough to take into account
         only the number of labor resources. Although the size of the labor force is the same, it can be
         noted that there are sharp differences between the volume of production of the regions and
         their development.
              Therefore, when  thinking  about the labor potential of the region, the statistical
         indicators of the age, level  of education,  qualification,  and  education  of the labor
         resources are recognized as the main parameters.
              In the system of national accounts, among all assets, labor resources are also assessed.
         Today, several methods are used to assess labor resources. Among them, T.V.  Shchukina   120
         proposes a method for quantitative assessment of labor resources based on consumer value.
         If  we  imagine  the essence of this method, then it gives an assessment of labor resources
         through the costs incurred  for “production”  (costs of education,  training, ensuring
         reproduction, acquiring physical and  spiritual maturity, etc.) and presents the following
         formula for this: .
