MINUTES: Kehillat Shavei Tziyon General Meeting, Tuesday, February, 22, 2022
Meeting began shortly after 8:00 pm, chaired by Sam Kapustin
1) Site Report: The Chair reported the following:
Our efforts to rent a space have not been met with success, although we are still looking. Therefore, to
find a space on which we can place a temporary structure, we approached the city. Through the efforts
of Chaim Sukenic, Dovid Wadler, Chaim and I met with a deputy mayor, Hagit Moshe and several of her
assistants. It was a very positive meeting. They are more than willing to help us. A fellow named Asher
was assigned to guide us through the steps to obtain a plot from the city. What exactly does that mean?
The plot of land we are looking at is off Kedoshei Saloniki. If you go from Derekh Hevron to Albeck past
the playground, on your left is a parking lot, and beyond that is a large piece of land, before the apt.
bldg. It is behind 16/18 Albeck where we daven on the parking deck.
Presently it is zoned for a gan which the city plans to build. In general, the city is interested in dual- or
multi-use arrangements, e.g., a gan and a shul. The idea is that such a structure would be built in the
future, which could of course take a number of years to get off the ground. In the meantime, once this
plot is designated/reserved for our use, we will be able to put up a temporary structure, probably a tent,
possibly a portable. At present, we are not looking to build, but this is the path to putting up a
temporary structure.
I sent Asher all the info that he requires to proceed. On Sunday, I received an email from him saying that
he has clarified our situation with various city departments, and in the near future he will be in contact
to let me know what specifically needs to be done, the process involved and the time frame we can
expect. This is where we stand at the moment.
The following issues were raised: cost of a temporary structure, security, bathrooms, possible use of
fencing, heat/air-conditioning.
Response: These are all important issues, but little can be said about them at this stage. They need to be
raised as we proceed with the process.
Are there any costs associated with the use of the land? Not as far as is known at this point.
2) Funding: The Chair noted that becoming an Amutah, a non-profit organization, requires, among
other things, a takanon/by-laws, an elected Board/Vaad and some funding. The membership will
remember that the last time we met, we agreed that each family would give 300 NIS as an initial
membership fee. We have not asked for this, since it was not yet needed. However, soon it will
be, and it is expected that the newly elected Vaad will shortly send out a method of payment.
3) Takanon/By-Laws: Review of Draft and approval by the membership.
a) The Chair reviewed the process that led to the creation of the draft sent to the membership.
1 – We received from the lawyer an existing takanon from another shul.
2 – It was translated into English, reviewed and edited, and a draft was made that seemed
more applicable for our context.
3 – The Committee met and reviewed this draft in detail.
4 – This was then sent out to the membership for comment. The latest version which was
received reflects suggestions that came from the membership.
