Minutes: Kehillat Shavei Tziyon Va’ad Meeting Sunday, June 12 ,2022

Meeting began at 5 p.m. chaired by Sam Kapustin
Attendees: Sam Kapustin, R. Shmuel Goldin, Kal Feinberg, Marilyn Mack, Marty Weisberg (by Zoom),
Jack Martell (by Zoom), Dovid Wadler (by Zoom), Sabine Himmelfarb
1. Minutes of last meeting were accepted without changes.
2. Treasurer’s report: 41 family units have paid initial dues and total amount initially collected was
between 11000-12000 NIS. Current bank account balance is 9000 NIS. Expenses paid for thus
far have been for three-month rent for Beit Frankforter, amutah application fee and incidental
expenses for keys etc. for Beit Frankforter. Expenses already incurred but not yet paid for are
attorney fees for Amuta application and fee (1250 NIS) for required translation of Takhanon to
Hebrew. There was discussion about future expenses and need to determine dues for the
coming year, prior to Yamim Noraim. Marty and Jack will prepare a budget and make
recommendations to the VAAD about dues structure.
3. Sam reported on the site request to the city. Our contact in the city office said that there is
some movement on the request for permission to use the plot. It is presently zoned for a gan
but no plans have been made to build that gan in the immediate future and that means it is
likely that we would be able to place a temporary structure on the plot of land. We will wait for
further word from the city about the request.
Kal reported about his research into site preparation and temporary structures etc., if/when we
are approved for the site. Next step is contacting a site planner and informally getting
information about the site and what plans would be required by the city. A simple, non-tent
structure will require a considerable outlay of funds.
Sam also reported that he attended a meeting of representatives of four kehillot in immediate
neighborhood who have each been having outdoor minyanim in our area. Three of them,
including KST, are interested in continuing permanently as kehillot and finding indoor venues.
Each has different populations and styles and they are in different stages of becoming a Kehillah.
KST is further along in the process of becoming an Amutah than the others. The VAAD agreed to
have a KST representative remain in contact with these kehillot as they formulate their plans
and move ahead in their process to apply to the city for land use. (The city may be more inclined
to address needs of a larger group of residents, the combined groups are around 200 people.)
4. KST VAAD meetings, according to Takhanon (By-laws) will be held every 2 months, with
additional meetings as needed (by Zoom, if necessary). Minutes of the meetings will continue to
