           1.0    STATEMENT OF INTEREST
           As requested, Lewis S. Goodfriend & Associates (LSG&A) is pleased to submit this Proposal for

           Acoustical  Consulting Services  for  the  new mixed-use development  at  320 Franklin Avenue,

           Scranton, Pennsylvania.  LSG&A has  extensive  experience  with  the design,  evaluation, and
           measurement of noise and vibration associated with residential and mixed-use buildings of all

           types.  There are  always  challenges in  developing  a new  multi-family  space.  LSG&A has

           consistently  met these challenges  with  the  effective and practical  design guidance needed to
           achieve the client’s goals.



           2.0    GENERAL INFORMATION


           2.1    Firm Overview
                  Lewis S. Goodfriend & Associates is a diversified acoustical engineering consulting firm
                  offering professional services since 1953 in the fields of architectural acoustics, building

                  acoustics, vibration analysis, expert witness testimony, and the evaluation and abatement

                  of noise from sources including environmental, industrial, transportation, and HVAC. With
                  more than 65 years of experience in providing consulting engineering services for a wide

                  range of projects and clients, our engineering staff effectively interfaces with professionals

                  in  all disciplines.  Our clients  include major corporations,  developers,  industrial

                  organizations, architectural firms, engineering firms, educational institutions, attorneys,
                  houses of worship, local municipalities, and commercial enterprises. LSG&A strives to

                  develop a working relationship with our clients from the beginning of a project. In order to

                  achieve client and project goals, modern instrumentation and computer modeling tools are
                  used to accurately define, evaluate, and solve problems. Our experienced and responsive

                  professionals develop appropriate solutions that are both cost effective and practical.
