the checks and balances which are in place to prevent those challenges from affecting
students. She requested a report on how the challenges would be eliminated or reduced
moving forward. Dr McLean stated that the areas of concern and challenges documented in
the administration component of the report may not have global impact however they would
affect individuals and as such should be given serious consideration.
60. Mr Solomon Claxton, St. Kitts and Nevis representative referenced the grade review
process and stated that because it extended much later than usual the ripple effect was
reflected in the lateness of the merit list and announcement of top awardees in his country.
He asked that the cause be addressed. Mr Claxton also asked that the CXC ensure that all
components of the process related to the e-submission of SBAs were available since any
challenge in that regard has a negative impact on the deadlines set locally by Local Registrars.
The SEC was informed that the CXC had, in 2016, expanded the script review activity to
include an additional process. The organization would seek to tighten the processes so that
its stakeholders are not adversely affected. The SEC was also reassured that the issues
experienced were teething pains and that the CXC was fully ready to roll out e-submission of
SBAs for all subjects.
61. Dr Ali enquired whether the nine categories in which the CXC offers an associate
degree have been accredited and if not whether there were plans in place to do so. The Pro-
Registrar informed the SEC that the Articles Establishing the Council gives the CXC power as
both an examination as well as an accreditation body and once the degree is made up of CAPE
units, there is no need for an external body to give accreditation to the CXC-AD®. Dr Ali
informed the SEC that legally, accreditation of programmes for an examinations body should
be an independent process. The Registrar reminded the SEC that the CXC does not teach the
programmes but rather offer the certifications. Mr Kemaul Persaud, Director, Corporate
Services supported the Registrar’s statement and stated that any conflict of interest would
arise from the CXC also teaching the programmes it certifies.
ITEM 11 : APPOINTMENT OF THE EXAMINING COMMITTEES
FOR THE 2019 – 2020 EXAMINATIONS
62. The SEC received the submission on the Appointment of the Examining Committees
for the 2019 – 2020 examinations and noted that, going forward, all committees would be
comprised of three individuals. The CXC had taken the decision to include technical experts
as part of the team which would add another element to the assessment and improve
authenticity. The SEC approved the appointment of the Examining Committees for the 2019
– 2020 examinations.
