RECOMMENDATIONS
46. Among the recommendations for improvements made by the Appeals Committee
were the following:
(i) Consider revising Regulation 7.1 to ban all watches worn on the wrist in
examinations.
Appendix IX of the Manual for Supervisor and Invigilators 2015 stipulates that
“mobile phones, iPods, MP3/4 players, tablets, kindles, pens and wrist watches
with data storage capabilities and other electronic devices are not allowed in
the examination room”. Watches with data-storage capabilities are becoming
more and more sophisticated in their design capabilities and appearance and
resemble any other wristwatch.
(ii) Candidates should be given at least three week’s notice so that they have
adequate time to prepare their cases, and should be provided with all the
documentation made available to the Appeals Committee.
(iii) CXC should review Pages 44-45 of Regulations for the Conduct of the Council’s
Examination – Definitions, Regulations and Procedures. Some candidates
complained that the current timelines placed them at a disadvantage in terms
of application to higher institutions of learning or even registration for CXC
January examinations.
(iv) The Supervisor, Invigilator and the Local Registrar or a representative of the
Local Registrar’s office, should attend all hearings.
(v) Candidates must read and sign the Irregularity Report.
(vi) Appendix B of Regulations for the Conduct of Council’s Examinations
September 2008, should be amended to specify the penalty for having a
calculator in the exam when not permitted. The amendment should include
information on having other electronic devices and unauthorised material in
the examination room.
