2. I entirely agree that the Sudan Penal Code is by far
the best model on which to base any criminal law for Bahrain

and I intend to ensure that this is the basis used. But
what we need Judge Lloyd for mainly is to frame simple code3
of procedure for the guidance of the Bahrain Courts, I
regard this as even more necessary than the codifying of
substantive civil law for Bahrain.

3. I hope to able to make quite clear to Lloyd when he
comes hero exactly what is wanted in Bahrain and to ensure
that inappropriate models are not used.
